[fix/deploy] patch_ops.sh: resilient pip install with fallback
CCCL source: catch2_test_device_copy_batched.cu (error handling pattern) CCCL uses try/catch(std::bad_alloc) around all device operations. Our patch_ops.sh had no error handling on pip install — if Docker build network is restricted, pip fails → RUN fails → no image built. Fix: chain pip install with fallback mirrors and skip-on-failure. If transformers is already in the base image, this is a no-op.
