### What this PR does / why we need it?
This PR adds support for hierarchical communication for `dispatch_v2`
and `combine_v2` MoE operations. This is achieved by introducing a new
configuration `enable_mc2_hierarchy_comm`. When enabled, the
communication algorithm is set to "hierarchy", which support mc2 op comm
between two super pod.
The changes include:
- Adding `enable_mc2_hierarchy_comm` to `AscendConfig`.
- Modifying `TokenDispatcherWithMC2` to pass `comm_alg: "hierarchy"` to
the underlying `torch_npu` ops when the new config is enabled.
- Adding validation to ensure that this feature is only used with
compatible PTA/CANN versions and is not used with the conflicting
`fused_mc2` op.
- Updating `is_hierarchical_communication_enabled` to respect the new
configuration flag.

This PR restores #7029, which adds W8A8C8 support for dsv3.2/glm5 using
the `lightning_indexer_quant` ops in the pd-mix stage.
The original PR was reverted by #7288 because the patch did not work
with the recompute scheduler.
This PR also fixes the patching issue so that it works correctly with
the recompute scheduler.

### What this PR does / why we need it?
This PR supports W8A8C8 in dsv3.2/glm5 with lightning_indexer_quant ops
in pd-mix stage mainly.
Because the code for the current PD-disaggregated scenario is still
under refactoring and cleanup, this PR prioritizes ensuring the C8
functionality in the pd-mix scenario.
The next steps are planned in two parts:
① Once the optimized scatter operator is updated, we will replace the
original operator to improve the performance of storing k_scale.
② Once the code logic for the PD-disaggregated scenario becomes stable,
we will carry out more comprehensive validation and make appropriate
adaptations.
③ Because enabling C8 currently introduces several new operators whose
performance still needs improvement, performance may regress in some
scenarios. Therefore, only after all the operators are fully ready can
we ensure that this feature does not cause any performance degradation.
At that point, we will enable this feature by default and remove the
switch in `additional_config`.

have added graph optimization support for the add_rms_quant fused

During this migration, we encountered some **errors** in our CI and
testing environments, such as:

**1. Root Cause Analysis:**
The project uses a common pattern to break circular dependencies:

VllmConfig = None # Placeholder assigned at runtime
```
When Python parses the function definition `def
register_ascend_customop(vllm_config: VllmConfig | None)`, it attempts
to evaluate the expression `VllmConfig | None`.
Since `VllmConfig` is assigned `None` at runtime, the expression
effectively becomes `None | None`. In Python, `None` is an instance of
`NoneType`. While the `|` operator is implemented for Type objects
(classes), it is not supported for `NoneType` instances, leading to the
`TypeError` shown above.
**2. Solution:**
To maintain the modern `|` syntax required by our new linting standards
while preserving our dependency management strategy, I have introduced:
```python
from __future__ import annotations
```
at the top of the affected files. This enables **Postponed Evaluation of
Annotations (PEP 563)**.
**3. Impact and Benefits:**
- By enabling `annotations`, Python no longer executes the `VllmConfig |
None` operation during module load. Instead, it stores the annotation as
a string literal, completely avoiding the `None | None` calculation.
- We can keep the `VllmConfig = None` placeholders. This ensures that
other modules can still import these symbols without triggering an
`ImportError`, maintaining a stable dependency graph.
- IDEs and static type checkers (MyPy/Pyright) continue to resolve the
types correctly. This allows us to use modern syntax without sacrificing
type safety or runtime stability.
- The only side effect is that `__annotations__` will now return strings
instead of type objects. Since this module does not use runtime type
enforcement or reflection, this change has zero negative impact on
existing functionality.

Add a control to enable the exponential distribution operator
overlapping with model executing (default is OFF due to this feature
might not perform well on MOE models, i.e. For Qwen3-30B).
Enable async exponential overlapping will provides performance
improvement.
Also, overlapping the exponential operator with module execution can
cover the performance drop introduced by AICPU-version's exponential
operator.

We move the `do_async_exponential` from `model_runner_v1.py` to
`sampler.py`.
Now we are using `additional_config` to enable async exponential:
Add `"enable_async_exponential": 1` in `addition_config`.
Now we **ONLY** support default exponential/AI-CPU exponential, the old
`"enable_async_exponential": 2` option has been aborted to keep
consistency.

**YES**, added a new `additional_config` : `"enable_async_exponential":
1`.
When `enable_async_exponential` is set to 1, we enable the async
exponential and overlap with model runner.
When `enable_async_exponential` is set to 0 (default is 0), we disable
the async exponential, but exponential will still running on a different
stream using stream introduced in #4908.

We will expose the enabling switch for npugraph_ex to better facilitate
subsequent optimization.

Previously, the enable_npugraph_ex switch would trigger an error; now we
have removed the error reporting mechanism to better facilitate
subsequent optimization efforts.
Basic functionalities are available in CANN and torch_npu for Q3, while
advanced optimizations will depend on the Q4 release.

Similar to #2309 , this PR introduces Embedding tensor model parallel to
achieve decreasing of memory consumption. It support both eager mode and
graph mode.
And this PR refactor module tensor parallel configurations supported in
#2309, #2167, #2120, merge all config into `finegrained_tp_config` in
`additional_config`, including:
`lmhead_tensor_parallel_size`
`oproj_tensor_parallel_size`
`embedding_tensor_parallel_size`
`mlp_tensor_parallel_size`

### What this PR does / why we need it?
We introduced the npugraph_ex backend through the vllm's adaptor
dispatch mechanism to accelerate aclgraph. This solution is based on
torch.compile and uses torchair to optimize the fx.graph. The
performance gains are mainly obtained from the static kernel. We
conducted tests on Qwen3-30B and achieved over 5% performance
optimization.
### Does this PR introduce _any_ user-facing change?
Yes, we add a new switch named"enable_npugraph_ex" in additional_config,
default is False.
We also add an example to show how to register custom replacement pass
### More information about this PR
This feature depends on the release of CANN and torch_npu in Q4.
We tested it on a package that has not been publicly released yet and
verified that the functionality works.
This feature is still experimental at the moment; setting the config
true will directly raise error.
Merging into the main branch initially involves some preliminary commits
to facilitate subsequent development and testing of the feature, as well
as to avoid submitting an excessively large PR at once.

aclgraph is stable and fast now. Let's drop torchair graph mode now.

### What this PR does / why we need it?
The main goal of this PR to alleviate the high maintenance burden from
model duplication when we are going to do the model optimization. Some
of our optimized models diverges a little from the vllm's modeling, but
needs to rewrite several part of original one, brings negligible
maintenance bruden to the vllm-ascend.In order to solve that, we propose
to leverage `torch.compile` and `inductor pattern matcher`,
automatically fuse the pattern we want to merge. For more details can

This pr integrates `AddRMSNorm` and the `Quant` operator, which can
improve the inference speed of models using `w8a8 `quantization.

### What this PR does / why we need it?
Support shared expert DP for deepseek_mtp feature.
`shared_expert_dp` requires `SP==True`, with corresponding parameter
restrictions.
Previously, due to the coupling between `shared_expert_dp` and torchair,
and the removal of `deepseek_mtp` in vllm_ascend, shared expert dp of
deepseek_mtp was temporarily removed.
Currently, by performing the `reduce_scatter` on the input of
deepssek_mtp in `mtp_proposer.py`, we ensure that it matches the
dimensions of `input_embedding`, and then perform the `all_gather` on
the output of mtp.
