Refactor `vllm_ascend/ops/fused_moe` to replace scattered MoE business
`**kwargs` with typed request objects and explicit stage boundaries.
- Prepare, dispatch, MLP, and quant stages now have clearer ownership.
- Main MoE path no longer depends on business `kwargs.get(...)` lookups.
- Comm and dispatcher interfaces are request-only on the main path.
- UTs can assert stage-level fields directly instead of inferring
behavior indirectly.

### What this PR does / why we need it?
This PR integrates the `npu_add_rms_norm` fused kernel for RMSNorm
operations with residual connections on 310P devices. This change
optimizes the computation by replacing a two-step process (manual
residual addition followed by RMSNorm) with a single, more efficient
fused operation. This is needed to improve the performance of models
utilizing RMSNorm with residual connections on the 310P architecture.

### What this PR does / why we need it?
This PR removes the custom `rotary_embedding` operator and its
associated C++ kernel implementation, PyTorch bindings, and tests.
The codebase now falls back to using the native
`torch_npu._npu_rotary_embedding` implementation. This change simplifies
the codebase by removing custom, platform-specific kernel code and
relying on the standard NPU library implementation, which is presumably
more optimized and easier to maintain.
### Does this PR introduce _any_ user-facing change?
No. This is an internal refactoring and does not introduce any
user-facing changes.
### How was this patch tested?
The tests for the custom `rotary_embedding` operator have been removed
along with the operator itself. The correctness of the fallback to the
native `torch_npu` implementation is verified by existing CI tests for
attention layers and models that use rotary embeddings.

#### Overview
This PR fixes a shape mismatch bug between `expert_placement_map` and
`log2phy_expert_map` when **redundant experts** are enabled in the
vLLM-Ascend platform. The issue occurred during the initialization of
expert maps and their updates via EPLB (Expert Load Balancer)
adjustment, leading to potential tensor shape errors and incorrect
expert routing in distributed MoE deployments.
#### Key Changes
1. **Unify expert map shape calculation logic**
- Ensure the shape of `expert_placement_map` and `log2phy_expert_map`
strictly aligns with the total number of experts (including redundant
experts) during initialization.
- Update the shape adjustment logic in EPLB dynamic update process to
match the initial expert map dimensions.
2. **Add shape consistency checks**
- Add assertion statements to verify the shape consistency of the two
maps after initialization and EPLB adjustment, preventing silent shape
mismatches in subsequent operations.
#### Impact
- Resolves tensor shape errors when using redundant experts with EPLB on
Ascend platform.
- Ensures correct expert routing and load balancing for MoE models with
redundant expert configurations.
- No breaking changes to existing functionality; compatible with
non-redundant expert deployments.

### What this PR does / why we need it?
Unify the loading logic for expert_map and log2phy.
1. The map generated when enabling the redundancy expert is incorrect.
The community generation map function only accepts the number of global
experts. When we pass in the number of logical experts plus redundant
experts, the local expert ID of the last card will index to an expert ID
that does not exist. Now we ensure that the index points to a real
existing expert ID, and each expert can be accessed. Moreover, when
redundant experts are not enabled, the output of our function remains
consistent with the community's function.
2. The map we generate is based on the length of the physical expert,
but in reality, we only need to use the length of the logical expert.
Later on, we will need to pad it accordingly, so we can simply generate
a map with the length of the logical [expert.]
3. Unify the initialization logic across different scenarios and
simplify the code for fused_moe.

### What this PR does / why we need it?
Currently, the all_reduce operation in _sync_metadata_across_dp is
performed with gloo backend which is extremely time-consuming when
DPEngineCores are in different nodes. This operation cannot be ignored
by async scheduling in multi-node-scenarios with speculative decoding
(e.g., EAGLE, mtp).
This pr eliminates the all_reduce operation for D Nodes and change the
input parameter of MoEDispatch & MoeCombine operators to make MC2EP
support different num_tokens across all ranks.

No.
### How was this patch tested?
Tested with PD disaggregation (2P: DP2TP8EP16 1D: DP8TP4EP32) scenarios
while enabling async scheduling. This pr can remove cross-node
all_reduce with gloo backend and further reduce latency with correct

### What this PR does / why we need it?
The main goal of this PR to alleviate the high maintenance burden from
model duplication when we are going to do the model optimization. Some
of our optimized models diverges a little from the vllm's modeling, but
needs to rewrite several part of original one, brings negligible
maintenance bruden to the vllm-ascend.In order to solve that, we propose
to leverage `torch.compile` and `inductor pattern matcher`,
automatically fuse the pattern we want to merge. For more details can

### What this PR does / why we need it?
Support shared expert DP for deepseek_mtp feature.
`shared_expert_dp` requires `SP==True`, with corresponding parameter
restrictions.
Previously, due to the coupling between `shared_expert_dp` and torchair,
and the removal of `deepseek_mtp` in vllm_ascend, shared expert dp of
deepseek_mtp was temporarily removed.
Currently, by performing the `reduce_scatter` on the input of
deepssek_mtp in `mtp_proposer.py`, we ensure that it matches the
dimensions of `input_embedding`, and then perform the `all_gather` on
the output of mtp.

Ascend scheduler was added for non chunk prefill case before, since that
the npu ops didn't work well with chunked prefill.
Now the ops with chunked prefill work better, it's time to remove the
ascend scheduler to use vLLM default scheduler.

### What this PR does / why we need it?
Currently, there are two paths to judge the chip type in code,
`get_ascend_soc_version` use `get_soc_version` api in torch_npu, and
`is_310p` `use _build_info.__soc_version__`, which generate when
install. We need to unify the two paths.
We need to unify these codes based on the following points:
1. We need to ensure consistency in chip type judgment between compiling
and running states;
2. In compiling state, we need chip type to complete op's compilation,
but in running state, we only need device
type(910B/910_93/310P/910_95/etc) to make code branch judgement;
3. In compiling state, torch_npu may not have been installed yet, so we
can't use torch_npu's api.
Based on the above points, we have made the following changes:
1. When user set env `SOC_VERSION`, use it; when not set, query
soc_version by `npu-smi`;
2. generate device_type based on soc_version when compiling, and write
`__device_type__` instead of `__soc_version__` in `_build_info.py`;
3. In running state, use `__device_type__` to judge code branch.
### Does this PR introduce _any_ user-facing change?
When not set env `SOC_VERSION`, it will not be `ASCEND910B1` by default,
we will query soc_version by `npu-smi`. And env `SOC_VERSION` must be in
the list `soc_to_device` in `setup.py`.

The main purposes of this PR are as follows:
1. Remove the multicast-related code;
Reason:
1. In the scenario like a2 Dual-System Back-to-Back Networking,the
performance is worse than all_gather. Before the modification, in e2e
test, it was 3 tps; after the modification, it is 10 tps.
2. At the same time, we usually enable the SP feature,it is consistent
with the current logic.
3. The advantage of broadcast communication lies in the fact that it
does not suffer from uneven DP load and does not require the prefill ACL
graph to be enabled. But we support prefill Acl graph recently.
So we think there is no need to maintain the multicast as one choice in
moe communication.
Performance benefits are as follows:
When not enable_flashcomm1, TTFT remains relatively stable at around
43000ms, which is approximately 15000ms faster than before the
modification.
When enable_flashcomm1, there is no diffenence, TTFT remains relatively
stable at around 29000ms.
