Subject: [PATCH] [CI]pin vllm commit id (#3861)

### What this PR does / why we need it?
the code of vllm is updated, pin vllm commit id to recover CI firstly

### How was this patch tested?

- vLLM version: v0.11.0rc3
- vLLM main:
