[Fusion] change fusion env variable (#6201)

Since CI has integrated Triton, `fuse_qknorm_rope` is enabled by
default.

### Does this PR introduce _any_ user-facing change?
N/A

### How was this patch tested?
CI passed with new added/existing test.
