[CI] enable CI on all branch (#124)

Enable CI on all branch. Installing with the torch-npu-2.5.1.dev20250218 so that we could enable CI on all branch and prepare for merging 0.7.1-dev to main --------- Signed-off-by: MengqingCao <cmq0113@163.com>
